The idea of building an open market in Boston was debated for a while. The slave-dealer Peter Faneuil offered, at an open meeting in 1740, the construction of an appropriate structure at his own expense as a present for the city. There was strong opposition to the idea of market houses, and despite the vote of thanks accepted by the entire town, his proposal was accepted by a vote of just seven. The building was partly funded by the profits from the slave trade. The building was completed at Dock Square in September of the same year. It was designed by the artist John Smibert in 1740-1742 in the fashion of an English market. It had an open floor used as the market house and an assembly area above.
